BACKGROUND & PROBLEM

Rapidly changing environment requires individual to be flexible and easy adaptive to keep  competitiveness in the labour market. Lifelong learning is one of the key factors for the sustainable development of the human capital though increased knowledge and competence. Increasing demand for lifelong learning services is facing the limitations due to the imperfections of legislation, insuffient coordination and shortage of infrastructure capacity.

OBJECTIVE 

5L objective is the development of human capital through the contribution to the promotion of effective lifelong learning system in Kurzeme and North-West Lithuania cross border territory by the collaborative platform to promote the entrepreneurship and develop engineering skills, improval and transfer of targeted policy measures on national level, using advanced e-education solutions and creation of multiinstitutional certification of obtained educational qualifications.

SUB-OBJECTIVES

  • Analysis of the current situation, identification of the imperfections and to study the needs. Preparation of recommendations for the policy improvements;
  • Testing of selected innovative lifelong learning service products and preparation of the methodology as the base for the creation of future products;
  • Evaluation of functions, activities and expected contribution of regional universities in the promotion of the regional lifelong learning system;
  • Effective cross border collaboration in the lifelong learning policy development and implementation;
  • Creation of effective e - learning and communication platform with target groups;
  • Increase of the motivation for Public – private partnership in lifelong learning;
  • Furtherance of Poly - centric regional development.

PROJECT CONSORTIUM formed from strongly knowledgeable partner organizations in lifelong learning – Ventspils University College, Kaunas Technical university of Technology, (..)Riga Technical University Liepaja Branch, Klaipeda University and Kaunas Regional Innovation Centre, lead by Kurzeme Planning Region Administration as a driving organization for the regional development.

PROJECT KEY ACTIVITIES 

  1. Preparation of the recommendations for the improvement of lifelong learning policy and legislation, according to the results of the researches elaborated within the project;
  2. Development of e-learning education though the establishment of the platform for e-course development and access;
  3. Development of 3 engineering skill centres to meet the increasing demand by the industry for the re-training and training needs in a particular field;
  4. Formation and promotion of cross border collaboration network.

EFFECT

Project will contribute to sustainable regional development by impact and spillovers of efficient lifelong learning system as a pillar of wider regional innovation system to the growth of knowledge and skill level among society.
